Debra Andree
President/Chief Executive Officer

MD, PRESIDENT/CHIEF EXECUTIVE OFFICER

Dr. Andree obtained her Doctor of Medicine degree from the University of Miami and prior obtained a Bachelor of Science degree in Nursing from the University of Florida. Dr. Andree joined Community Health Centers as a Pediatrician in 2002, was promoted to Chief of Pediatrics in 2013 and promoted to Chief Medical Officer in 2015. Dr. Andree believes strongly in life-long learning and the importance of educating future medical professionals. She maintains a prestigious faculty position with Florida State University. Dr. Andree is active with the Florida Association of Community Health Centers.

Dr. Andree looks forward to our continued work in providing quality and compassionate primary healthcare services in a timely and affordable patient-centered medical and dental home. Her goal is to ensure that Community Health Centers provide optimal, safe patient care leading to the improved health and well-being of our patients.


Mark Dickinson
Vice President/Chief Financial Officer

BBA, VICE PRESIDENT/CHIEF FINANCIAL OFFICER

With more than 30 years’ experience in healthcare finance, Mr. Dickinson spent the first 15 years of his career in the hospital industry before settling into the world of Community Health Centers. He has built a strong background in financial and operational aspects of FQHC’s. Starting in Detroit, MI, he was instrumental in growing an organization to 6 sites and achieving JCAHO accreditation.  He spent several years as the CFO for a statewide shared services network in Indiana and returned to health center finance in Akron, OH.  A graduate of Walsh College in Troy, MI, Mr. Dickinson is proud of his work to strategically position CHC as a preferred premier medical and dental home, as well as, the continued growth of services offered to our underserved communities.


Kim Barkman
VP/Chief Information Officer/Corporate Security Officer

Kim Barkman has been in the Healthcare industry for over 35 years. She started her career as a Registered Nurse with a BSN from the University of Florida.  After many years in clinical practice in acute care settings, Kim became committed to identifying ways of leveraging technology to produce quality outcomes in healthcare. She is Board Certified in Nursing Informatics and Project Management.  In 2014 Kim was the lead on CHC being recognized as a HIMSS (Healthcare Information and Management Systems Society) Davies Award winner for Community Health.  Kim has been a speaker on various Information Services topics at HIMSS, CFHIMSS and FHIMA National conferences. She is an active member of HIMSS and AEHIS (Association for Executives in Healthcare Information Security).


Cheryl Viadero
Vice President of Human Resources/Chief Compliance Officer

SPHR, SHRM-SCP, VICE PRESIDENT OF HUMAN RESOURCES/CHIEF COMPLIANCE OFFICER

With more than 20 years of experience in Human Resources, Ms. Viadero spent the majority of her career in the hospital industry.  She has experience in many areas of Human Resources including Employee Relations, Communication, Recruitment, Rewards & Recognition, and Training.  Ms. Viadero completed a Master’s Degree in Human Resources Management and Leadership Development from Webster University in 2010.  She holds certifications in HRCI Senior Professional in Human Resources and SHRM Senior Certified Professional.  Ms. Viadero is responsible for all human resources functions, credentialing, risk management and safety at CHC. 


Jocelyn Pichardo
MD, Vice President/Chief Medical Officer

Dr. Pichardo earned her medical degree from San Juan Bautista School of Medicine in Puerto Rico, and received her degree in Premedical Education from the University of Puerto Rico. She has more than 20 years of experience working in primary care, focusing on meeting the needs of uninsured and underinsured patients in community settings. She has been with Community Health Centers since 2015. Most recently, she served as Chief of Quality where she was responsible for quality improvement and assurance functions within the system. Prior to joining Community Health Centers, Dr. Pichardo served as a senior physician with the Osceola County Health Department, and as a Senior Physician and Chief Health Officer for the Florida Department of Corrections. Dr. Pichardo is an active member of the American Academy of Family Physicians and the Physicians Society of Central Florida.



Gregg Stewart
Vice President/Chief Dental Officer

DMD, VICE PRESIDENT/CHIEF DENTAL OFFICER

In 1984, Dr. Stewart completed the dentistry program at the University of Florida College of Dentistry and has held a Dental License in Florida since that time.  He is a member of the Dental Society of Greater Orlando, Central District Dental Association, Florida Dental Association, American Dental Association and a fellow in the American College of Dentists.  Being a musician as well as a dentist, Dr. Stewart turns running a dentistry practice for uninsured and underinsured patients into an art.  While working full-time as a dentist, he has also found the time to seek out volunteers in the dental community as well as in-kind donations.  Because of these efforts, we are able to continue to provide high quality dental care.



Kathy Jo Bailey
Vice President/Chief Operations Officer

VICE PRESIDENT/CHIEF OPERATIONS OFFICER

Ms. Kathy Jo Bailey has nearly 30 years of experience in the healthcare field with 20 of those years in the Central Florida region. Her career has included leadership roles in physician-owned private practice, management services organizations, large for-profit and not-for-profit hospitals, small community hospitals and residency programs.
